Reducing emissions from deforestation and forest degradation (REDD+) and other effective area-based conservation measures (OECMs), as core tools of the global governance of ecology, face debates over whether to prioritize carbon or biodiversity under the fragmented governance systems for climate and biodiversity, which affects the ecological effectiveness of mitigating climate change and conserving biodiversity. This article systematically analyzed the synergistic foundations and conceptual conflicts between REDD+ and OECMs in biodiversity conservation to reveal the strategic trade-off mechanism between REDD+ and OECMs across multi-level governance.A targeted path of collaborative development including the construction of management framework, the development of integrated credit markets of carbon-biodiversity, and the establishment of ecological co-governance mechanisms with public participation was proposed based on the core coordination mechanisms of nature-based solutions (NbS).It will provide a scientific basis for the cross-convention collaboration within the international community and promote the formation of integrated paradigms for the global governance of ecology.
